The rules apply to you even when the law does not

The Dutch Cyber Security Act covers more than 8,000 organisations: fifty employees, or ten million in turnover, within a designated sector. Most IT companies stay below that. It changes nothing, because clients who are covered pass the requirements down by contract. You get the obligations without the size.

Twenty-four hours to report: An early warning within 24 hours, a fuller report within 72. That means someone authorised to report at three in the morning: a duty roster, not a good intention.
The board is personally liable: Management has to approve the measures, oversee them and follow training.

None of this is impossible. It is just not something a five-person company can carry, and it is exactly the kind of thing that gets cheaper once you arrange it for everyone at once. Source: NCSC, Cyber Security Act (Cyberbeveiligingswet).
